PHARMACEUTICAL ISOLATORS are required to engineer G5 Dirty Drives from Professor Palin and they are very rare. The first thing you want to do is use your Star Map filter to look for outbreak systems, preferably outbreak systems that are refinery or military.
I didn't find them in Agricultural or Colony systems. Then make sure system is Federation or Empire, I couldn't find any in Anarchy or Independent systems.

They are found in High Grade Emissions USS and you have to travel 1500-3000ls away from the star itself, make sure you are in deep space, they don't typically spawn near planets or outposts so I usually target a planet that is at least 4,000ly from the star and then travel at least 1500ly out into deep space, slow down and wait for the USS to appear. You can ignore all but High Grade Emissions where they should show up in a batch of 3.
