To fix the grayed out targeting mode in GTA 5 online, you can try the following steps:

Exit GTA 5 online and enter story mode.
Go to Settings and select Gamepad.
Change the targeting mode to Aim Assist Full or Aim Assist Partial.
Return to online mode and check the settings again.
If the above steps do not work, you can try changing the targeting mode in single player mode and then go back to online mode
