If you look on the left side, under the handle, you’ll see a travel sticker for China with the date 1927. Use this to set the four dials (from left to right) to 1927.

Look at the three photos. Drag each photo down twice and notice that the exposed photos read 7:20. Select the clock and set the time to 7:20. (You drag each hand separately, the hour hand to VII and the minute hand to IIII).

Flip the switch between the original sets of latches to open the bottom area. Look in the bottom right drawer to get an Allen wrench. Then examine the small hole in the top, noticing that it is a triangle. Go to your inventory and observe the Allen wrench set. Use until the triangle key is pointing out. Then use the wrench to open the panel. On the next panel, you’ll see two octagonal holes. Go back into your inventory and select the first key on the Allen wrench and use it to open each of those screws.

This will reveal a set of circular discs. Except for the second ring from the outside, each ring also adjusts to another ring. The final picture outlines Great Britain. You’ll want to start with the outer-most ring, turning it into position. Then the middle ring and the inner ring. Do the second ring from the middle and finally the second ring from the outside. Note that Ireland on the west is a lighter shade of tan and that will help you correctly position the pieces.
