Interact on the center of the emperor to turn all the clear disks to the right position: the crane needs to be at the top and the turtle at the bottom. Now rotate the individual disks so that the dot is pointed towards the emperor.

Then use the four knobs on the outer edge to adjust the colors of the disks to match. Start with the dial on the lower right and turn it until the dark brown disc matches the turtle. Then turn the upper-right dial to match the tan disk on the tiger on the right. Lastly, turn the upper-left dial to match both remaining disks.
