To split and drop items in Rust on PC, follow these steps:

Splitting Items
Open your inventory by pressing the Tab key.
Hover over the item stack you want to split.
Hold the middle mouse button (scroll wheel) and drag the item to an empty slot to split it in half.

To split into thirds, hold the Shift key while using the middle mouse button2.
Dropping Items

Open your inventory by pressing the Tab key.
Drag the item you want to drop outside the inventory window.
Release the mouse button to drop the item on the ground3.
