This is a super-serious episode. One of the least lighthearted episodes that has ZERO combat. It plays with the evil admiral trope, but also has an admiral who is unambiguously a righteous arbiter.

At the core it's a mystery/investigation episode, but not with the investigation being done solely by the players. Instead, we also have a team of inquisitors to act as antagonists. And there are only two real villains in the episode. Most of the inquisitors are just doing their jobs.

Also... one of the villains... is caught by the inquisitors! And that's what makes the events so spicy. the team of inquisitors finds a Klingon spying for the Romulans, and then goes looking to see if he had any co-conspirators.

She knows they're real, and have DEEP cover. But... ultimately she's not very effective at finding them. We think... it's hard to be sure how effective she was prior to this incident.
