This ep is a weird sort of pseudo choose your own adventure. In-universe Picard makes a choice when Q offers to let Picard and his team explore some of the oldest ruins in the galaxy in the distant past. Picard chooses to stay in the present.

So instead of that Q sends everyone to play out the story of Robin Hood in fantasy land. Which ok, it's an interesting side story. But if you give PLAYERS that choice... they're just as likely to choose to go back into the past for archaeology fun.

So don't give them the choice unless you're willing to live with the consequences.
