Oh yes, THE defining moment for Klingon politics in TNG. It also establishes canonically just how much "honor" really means to Klingons.

"Game of Thrones in space" is absolutely a good way to describe this mess since that's the sort of story telling that it is. Klingon honor is... flexible. The Klingon politicians care more about looks than actually doing the right thing.

Now the real question is if this is whether the majority of politicians act or just a few bad apples... but given the scale of this? I'd say Duras was a figurehead who got scapegoated. We don't even know who all his allies in this treason even were. Many of them just feigned ignorance and washed their hands to publicly hide their involvement.... after engaging in a civil war.
