When seen out of-universe, this was an obvious follow up to Conspiracy. At that time the bugs from Conspiracy were supposed to be a big bad that Picard and company would have to deal with as recurring villains, and this would have been the aftermath of those bug aliens physically attacking various outposts. for more about Conspiracy: https://www.youtube.com/watch?v=Yk1W95ikkzo

Now in a TTRPG you could try looking at the way things could have been if that HAD been used as a big bad proper in TNG era. Later works like Star Trek Online used the idea of shapeshifters infiltrating various governments and stuff, but not THESE guys.... except that story arc with the Vaadwaur. That was the bugs from Conspiracy.

Seeing Klingons try to deal with these guys in TNG era could be a lot of fun. :D
