To view your blocked and unblock players list on Steam settings, follow these steps:

Open the Steam Client on your PC.
Click on your username tab from the top.
Now, click on FRIENDS from the drop-down menu.
Next, click on Blocked from the left pane.
Finally, click on MANAGE BLOCKED LIST and check the Steam users that you have blocked.

Additionally, if you’ve reached the limit of viewable blocked users and want to manage your blocked list, you can do so in Big Picture mode. Here’s how:

Click on the Big Picture mode button (located in the top-right corner).
Click on your name.
Navigate to Friends.
Click on Blocked users.
