I have been building my hometown of Sta. Rosa just for this. One of the reasons why is because my city has a fast growing population but not completely developed meaning that Mass transit is still possible and can be used to serve the large and growing population of my city.
I built the monorail based on population centers, commercial areas and future growth areas.
