Of course if they guess right they can clash, but this is an extra mixup that can lead to more damage and better setups than a fully unclashable B3 into F3 and is useful when you'd prefer the opponent not to clash, like in a game ending combo, but don't absolutely need them not to. Note that, as shown at the end, the opponent cannot clash by just mashing left and right.
