In this video I look at installing Windows 11 25H2 with a Local Account during the Windows 11 Out of the Box Experience Setup. This option is important for example when setting up Windows 11 as a small OEM, when the customers Microsoft Account Details aren't known. However this option has been hidden by Microsoft as they want to strong-arm users into using Microsoft Accounts.

To bypass the Microsoft Account screen during the OOBE setup. Once the system has been connected to the internet and you are taken to the Microosft Account log on screen. Press Shift + F10 to open the Command Prompt. Then press Shift + F10 and input start ms-cxh:localonly which will open the wizard to create a Local Account. This workaround supersedes the OOBE\BYPASSNRO command which Microsoft have removed.
