Is it impossible to achieve either 2 Megapops or 2TC achievements with Psi?

Psi is a very interesting & unique hero, Psi attacks bloons with their mind, stuns bloons in their place with Psi's Psychic Blast ability, along with either knocking back or insta-killing a lot of bloons or the entire screen at Level 20 (asides B.A.Ds) with Psi's Psionic Scream ability.

Despite all of this though, there is no evidence to suggest that Psi can be 1 of the 2 towers placed in a normal, unedited game of CHIMPS for the 2TC achievement, along with being a tower/hero that can perform 2,000,000 pops or more in a normal, unedited game of CHIMPS for the 2 Megapops achievement. So why can't Psi achieve either of these achievements?

Leads, Ceramics, Purples, along with MOAB class bloons are locked out of Psi's ability to pop, which are all unlockable means of targeting through levelling Psi up. In a CHIMPS game though, you only have so much money to spent, Psi levels up incredibly slowly and there's not enough map length to utilise Psi's unlimited range for targeting bloons.

The test of 2TC I'd say are in three moments, in a round with a huge number of bunched up bloons like 76, 95 for the huge number of DDTs that will spawn as Psi can't pop DDTs on Round 95, along with Round 100 with which Psi is at Level 20 but cannot pop B.A.Ds regardless.

The test of 2MP is what Psi can pop at a given round depending on their level, and with Psi's incredibly slow leveling up rate, they cannot pop MOABs on Round 40, they cannot pop BFBs at Round 60, they cannot pop ZOMGs at Round 80, they cannot pop DDTs at Round 90...and they cannot pop BADs at all. Meaning we miss out on a huge number of pops which for sure exceeds 42k with which we need.

2TC is more likely to be achieved but is still impossible for Psi, along with 2MP regardless of any buffs Psi gets will be impossible as Psi can only start popping MOABs at Level 14.

This is more or less a conversation about a hero that has a lot of uses and capabilities, but they are only ever utilised in the Late 90s, along with the Psychic Blast ability being useful at very specific times. Also I forgot Heros level up faster on harder difficulty maps.
