I figured I'd post this since the Mission Controller mod provides a lot of the features expected to be in the 0.24 release. Yesterday the lead KSP developer announced that they were delaying the release of 0.24 to add new features.

The 0.23.5 ARM release took a few of the good features from 0.24 and left it looking a bit weak. So, when 0.24 arrives it's intended to support budgets.
But for now, Mission Controller mod lets you do much of this, although the integration is a bit flakey. It's worth checking this mod out before it's made redundant by the official version.
