I personally found this easiest to complete by purchasing Throwing Knives from either the Trapper or Fence, then heading to Hanging Dog Ranch, far West of Valentine.

Shoot a few guards at the front gate with a gun to alert the enemies at the back of the camp as they'll mount their horses and charge you. From here, you can lead them away from the camp and equip your Throwing Knives. Then, use your Dead Eye ability to target their heads which'll make them one-hit-kills with a Throwing Knife provided you don't miss!

With this short Red Dead Redemption 2 gameplay video, I'll give you some tips on how to complete level/tier 5 of the Weapons Expert challenge set in RDR2!
