878I personally found this easiest to complete by travelling to the gang hideout at Thieves Landing, which is South Southwest of Blackwater, and travelling across the small river to get to the other side of the camp. Here, you're able to sneak around between the trees and bushes until you find the horse-drawn coach, where there'll be two enemies talking to each other. One of these is facing towards you, but the other will be facing away.
What you'll want to do to grind this challenge is continue sneaking through the bushes until both enemies are in your line of sight, but the enemy facing away from you is completing covering the enemy who can see you. Then, with your Bow equipped, aim for the head and take your shot to kill the enemy facing away from you while he's unaware.
This is a grindy process but I found it very easy to repeat, although you will likely get spotted randomly for some reason, even if you follow the same path every time. But, it's very easy to clear the heat - run or ride off into the opposite direction of the camp and they won't chase you, so you can quickly return and repeat the process. This also respawns the target right away so there's little down time!
