If you are wondering if you can beat the game without the Jet Boots, the answer is no. You can finish the first level without the Jet Boots. However, the game will give you the Jet Boots when you collect the float and then you can't get the float until getting the flame breath and then you can't get the flame breath at all (assuming you somehow managed to reach the flame breath without the float). This makes it impossible to progress in areas where you need the float or flame breath. The only way to fix this is to get the Jet Boots and backtracking later in the game to get them is obviously very slow.
