In this video, Mahalo expert Justin Z. briefly explains how the Smudge tool works in Photoshop.
Smudge Tool

The Smudge tool manipulates your image to give it a "smudged" appearance. The effect attempts to simulate a kind of smearing, as if someone smeared wet paint on a canvas with his or her finger. How this tool can be used practically is up to you, but it does render a neat effect.
1. To access the tool, click and hold the "teardrop" button in the tool bar and drag down to the Smudge Tool in the drop down menu.2. Click and drag across the desired part of your canvas to see the effect.3. The tool has a few Options in the panel above:
* You can change your Brush Stroke and Hardness.
* You can change to different Modes for subtle effects.
* You can affect the Strength of the tool.
* You can also turn on Finger Painting mode, which has a slightly different effect.
The effects of this tool are pretty simple, so it's up to you to determine how they can be used.
