This is a weird Let's Compare. There are 2 completely different versions of Frogger on the C64. Both officially licensed. The Explanation is quite simple: They sold different licenses for ROM cartridges and for magnetic media. Parker got the license for the Cartridge market and Sierra got the right to publish a diskette version. So far so good...
It gets a little bit more complicated on the Atari. Again we have a cartridge version by Parker and a diskette version by Sierra, but wait! There are two disk versions by Sierra... by two completely different programmers...
