Filmed this episode on a whim last night. Basically, I modified LufiaMaxim's strategy in grabbing all the missable formations before challenging Kefka.

First, my parties:

Party 1: Terra, Celes, Cyan, Gau
Party 2: Locke
Party 3: Sabin, Edgar

For Party 1, Terra, Celes, Cyan and Gau are all meant to act as experience sponges for when we grab Hunting Hound and Fidor formations since we can't escape fighting against them. Terra can afford to level up to level 5 with no consequence, and neither Celes, Cyan nor Gau would level up fighting them or Hell Rider--even yes, even if Celes survived against Hell Rider, she would still be level 5.

Now for what the strategy. Just follow along with what I did, and you'll be fine. For the Green Soldier, you'll want Terra's group to encounter Hunting Hound, which is the Rare encounter against Green Soldiers. If you don't get Hunting Hound, reset and try again. It's better to get it over with with Terra's group right away than to wait for Locke and Sabin's group and hope for the best--we even have the time for it.

After that, we want to wait for the Green and first brown soldiers to pass before challenging the second brown soldier. Fidor's formation is, luckily, the common formation against the brown soldiers, so you'll likely get it the first time around. But if you wind up encountering the rare Heavy Armor formation instead, just defeat the two Corporals and run away. The brown soldier will then respawn right at the beginning, and you can challenge him again for a second shot at Fidor. If you still don't get Fidor, reset and try again.

Just note that the Heavy Armor formation can still be found in the Soul Shrine at the end of the game, so it isn't missable.

As for Locke's scenario, I built him up for speed and defense so I can use him as a thief before moving on. His job is to wait for the green soldier to arrive and hopefully spawn the Corporal x4 formation. You steal from them for some Potions and possibly a Mythril Sword or two. Sabin's purpose is to act as a backup in case Locke ran into the Hunting Hound Formation again. If you still can't grab Corporal x4, reset and try again.

I managed to get the most optimized layout, and I never had to worry about Heavy Armor or anything. Defeated Kefka, and Terra left my party.

The last thing worth noting is that I wound up farming for 9 Ice Rods. I personally recommend that you try and go for 5 instead, and I explain why in the video.

Everything else is pretty self-explanatory.
