Let's Play: Heavensward - Part 21 - Cutscene Hell
So my wall of text went though several edits, and I ended up doing it after I lost too much of my train of thought, so it's subject to being further edited in the future.
The key to understanding Lolorito is realizing that he is the game's DaviD Xanatos. For those unfamilar with the character, he is after whom the trope "Xanatos Gamit" is names. Like Xanatos, Lolorio it rich, powerful, and intelligent, caring only for his own motivations, and eschewing concepts such as petty revenge. Sometime they put him on the side of villain, others, the hero, and oftentimes, something in between. His plans aiding or hurting others in the process is immaterial to pushing the outcome in his favor. It's not about winning; its about maintaining position at the top.
Lolorito is first and foremost, a businessman. A man in his position is sure to find enemies, but he gains nothing by intentionally gaining them. Dead and/or people pissed off at your don't buy your goods, and thus don't increase your wealth or power. You push people just enough to make sure they know who's calling the shots, but not enough that they'd rally and act against you. Maintaining this kind of control in times of political unrest is even more difficult, and thus, he has zero reason to desire to dispose of the Sultana (unlike Teledji). Even if the dissolution of the Sultanate results in slightly unfavorable conditions on his end, as long as it's done pretty peacefully, he can continue to pull any strings he has behind the scenes back into his favor relatively easily. People who are relatively happy (even if they are only so because of ignorance) are much easier to manipulate.
Dead people also don't suit your needs. If they're breathing, they're of use in some way. Notice how he only just fires Ilberd, and doesn't just dispose of him outright. Crazy or not, that's not Lolorito's way; he gains nothing from killing in cold blood simply because they yanked on their chains a bit too roughly and because a problem. While Lolorito also outright admits he's got nothing against Rabauhn, protecting him against Ilberd doesn't suit his needs either. Collateral damage, if you will. Keeping ones hands clean keeps the rebellious ones from acting upon you (bad idea to accuse someone powerful without due cause and process), but from time to time, it is the cost of doing business.
So, lets get into the meat and potatoes, why make patsy's out of the Scions of the Seventh Dawn? Well, besides that he has to piggyback off Teledji's plan to keep him in the dark, Lolorito isn't dumb. Just WHO is going to implicate the Scions in such a plot? Who is honestly going to believe it? NO ONE. And thus he ends up with the perfect scapegoat with no blood on his hands. He had intended to round them up, wait a bit until things died down, and then revealed to them the whole truth (as revealed in "For Coin and Country") After all, once details of the plot had been found out, he was VERY open and forthcomming about his role in it, even though he himself hadn't been implicated as part of it yet to our knowledge. But with the Scions making sacrifices left and right, now he DOES have a potential body count, and thus its in his best interest to lay low for the time being.
Where there are some issues regarding the Scion's neutrality in regards to the Monetarists (see: Vesper Bay and eventual move to Revenant's Toll), Lolorito know they're not the enemy; they're much more akin a wildcard he can't control, thus why he has to get an in through the Cyrstal Braves. Even still, he knows they are valuable and do have the realm's best interests at heart, which he ALSO does; even for selfish reasons. As much as a scumbag and Lolorito can be, I have never once gotten the impression that he has anything less than a genuine love for the realm and its people. He may be greedy about it, but he's not one to build his own fortress and camp out in it, laughing at the world burning around him. Instead, he gives a MASSIVE portion of his wealth (probably chump change to him, but I disgress) BACK to the Sultanate, for the intended purposes of bolstering its defenses against the looming new threat of the Empire.
When a scumbag can smell another scumbag bent on world domination and wants him killed, and not simply to take his place, you know they have at least SOME conscious.
