So remember all those random checks that happen in the middle of nothing and seem to do nothing when I fail them? Well those were opportunities to build up my military forces and navy. So even with high Tactics and Naval Warfare, it does not matter if you do not have a large enough army to fight with. That is why succeeding the check can still lead to failure. The Naval Battle is the most difficult part in the game as it requires passing several checks and making certain decisions from the beginning just about.

Also having part of my guard exploded by the escaped prisoner did not help my troop count.

Oh well.
