24Легендарный хак начал разрабатываться в 2005 году. Первый играбельный билд игры был представлен 31 мая 2005 года на Sonic Hacking Contest 2005. В данной сборке хак сильно отличался от финальной версии. В нем не было ни Spin Dash, ни Homing Attack, ни Super Peel-Out, ни Light Dash. Строение уровня было изменено только на первом акте Sunset Hill Zone, а вот палитра была изменена на всех уровнях. Была также изменена музыка на всех зонах. Первая версия игры была выпущена в ноябре того же года и не сильно отличалась от пре-релизной версии. В 2006 году хак также был представлен на Sonic Hacking Contest
