Start the level by going into the small painting to the left. Climb up to the very top of the mountain where the pool of water and one of the secrets from a previous star is and ground pound into the water. Once the water is drained jump into the pipe that is near where the Big Steelys come from. Climb back up the mountain as regular Mario and fall into the hole that was under water.
You can defeat Wiggler by jumping on his head three times.
