MAME - Hyper NeoGeo 64 - Emulation Fix for 'stuck' Polygons in Racing Games (no commentary)

I've been looking at the Hyper NeoGeo 64 hardware again, and one of the things that bugged me were the 'stuck' polygons in the racing games. There are still major texturing issues (I'm running out of ideas) and layering/priority issues, as well as awful sound, but preventing the games from rendering polygons that were part of previous frames is a good start. This is one of a number of fixes that I've made to the emulation in the last few days.
