We're told by Admiral Hackett that on a remote moon there resides an old Alliance veteran with mental issues, currently leading a cult of biotics. Several Alliance investigators turned up dead, and Major Kyle must answer for these possible murders. Alliance Command fears there is no peaceful option, and Commander Shepard is the best person to succeed where the previous people couldn't.
