What happens if your planet has the maximum mutation rate?

I played 100,000 years at 30% mutation, followed by another 100,000 years at 3% mutation rate to be able to compare the trends in creature population.

Based on my experience, a higher mutation rate is logical throughout early game or more passive gameplay. On the other hand, low mutation may be better suited to sustain existing lifeforms or more manually-evolved creatures.
