An easy and nice level for Mega Man too. The bubble riding is pretty finicky, but it's short enough.
Remember when I mentioned Bass had all tools to make Pirate Man's fight nice and easy? Well, Mega has none of them.
In a sharp contrast to Bass, Pirate Man is one of the tougher fights for a default Mega Man and using only the buster forces you to be more creative with luring the Remote Mines away.
You can't also just get in guns blazing and expect an easy win either. My favored strategy is to wait for the water level get low enough so Pirate Man will leave himself wide open while he raises it again.
Again, it's imperative you don't let Pirate Man perform his bubble bounce attack or else he might stop in the middle of the arena which makes all but impossible to dodge the Remote Mines as Mega Man. It takes a charge shot and three pellets (6 damage) to burst it.
Another detail is that I like to spam buster shots to force Pirate Man to jump, this makes him waste a bit more time and can give some breathing room to make the Remote Mine explosion disappear and allow the water level to lower too.
