Cut Man, being the next robot Dr. Light created after Roll, was originally used for timber work through his Rolling Cutters. They're made of Ceratanium, which is harder, and can cut through metal. Mega Man gets this weapon when he beats Cut Man.

His weakness is Guts Man's Super Arm, or more specifically, the rocks thrown by his Super Arm. This game kicked off the Rock-Paper-Scissors trend the franchise is popular for, but this specific matchup takes that much more literally.
