MemTest Vulkan is very easy to use and no need to reset graphics driver when testing overclocking, undervolting or any configurations for testing.

It appears to be my card can go up to 2850MHz Shader Clock with 340W power consumption (no Memory overclock/normal timing). But it is hot, can hear the fan sound well. The sweet spot for power consumption is around 250W (+-25W or so) (https://youtu.be/FTumXJxQsGI&t=310)
At 280W, Shader Clock could be 2560MHz and 270W-2400MHz, which are okay for regular use, perhaps for AAA games, 1440p or 4k, high options, without VRAM overclocking.
If a low resolution game (1080p high or 1440p low option) is not utilizing enough core clock, memory overclock might benefit more fps. VRAM clock of 2764MHz boosts the SoC clock to 1500MHz and about 10% bandwidth is gained. Fast Timing seems to gain extra 5%. (Shader Clock to TBP of 2370MHz - 250W (shown in the video), 2550MHz - 257W, 2639MHz - 265W, 2686MHz - 270W ... 3020MHz - 320W (991mV) were some ok values)
High overclocking and coil whine could be reduced using a lot of caps, such as Elfidelity AXF-107 :D

Clean and simple install of Graphics card driver (Radeon Slimmer/NV Slimmer and choose simple)
SAM (Smart Access Memory)/re-BAR (Resizable BAR) ON
Off unnecessary services (services.msc), processes (Razer Cortex)
Disable Spectre/Meltdown/Downfall mitigation (old PCs)
CRU (Custom Resolution Unit) to optimize monitor frequency per resolution
ISLC (Intelligent Standby List Cleaner) to clean RAM cache
Lower antivirus program sensitivity or temporarily off
Using RAM cache for CS2 program (Primocache)
TCP optimizer for gaming setting (but reduces bulk download bandwidth, if your ping is ok, no need)
Registry edit (regedit) for higher priority GPU and power gating options change
Steam/game settings to reduce CPU/GPU usage (lower options)
It happened to be my CS2 is much smoother with Freesync ON and limiting FPS to 180-220 FPS for 280Hz Monitor refresh rate (Using Chill or RTSS).
If your in-game FPS is higher than your monitor refresh rate, using Enhanced/Fast sync and updating the monitor with the latest frame, while keeping the input-lag low, can keep the input lag low. However, the difference (using and not using) seems (10-30ms) to be small compare to human reaction time (100-200ms) and it often makes avg FPS to 1% low FPS gap large.
Frame limiter (in-game one is the best if it works, not for CS2), such as RTSS/Chill/nVIDIA settings, limits CPU to GPU workload and reduce the average GPU usage.
When there are suddenly more players shooting, smoke appearing and so, frame rate drops less and the-avg-FPS-to-1%-low-FPS gap is smaller with a frame rate limiter. It's also better to keep the peak GPU usage less than 98% for a constant low input-lag, even without using (no need to use) Reflex/Anti-Lag(+).
Also, higher resolution rendering (but displaying lower resolution) than one's monitor resolution can be used to decrease Avg. FPS but increase 1% low FPS, by making the GPU constantly work more, e.g. 3840x2160 rendering but using 1920x1080 monitor resolution by using AMD VSR or nVIDIA DSR, as if supersampling anti-aliasing (SSAA) is on. So, the frame rate deviation is less between avg and 1% low. It works to provide better clarity since it's rendered higher resolution and downscaled to fit your monitor, while keeping monitor's FPS high. 3072x1728 and 3200x1800 seem to work well for 200-220 fps, 4K res for 165-180Hz. (And saves your eyes, can look from farther away from your monitor ;D)
If you are using VA monitor (which I think is better quality with deep black level for general use than TN), black smearing is a problem for fast pacing games. Monitor options ("night vision" for MSI monitors) can be changed to brighten up black and ghosting is reduced. (https://www.testufo.com/ghosting)
