Now that Kraid has been defeated, the intended path seems to have a bit of a seizure. Sending us to Norfair, then Brinstar, and then back into Norfair seems like some kind of oversight, but it's where the power-ups were found in the original game.
If you want to side step the back and forth, use the secret path I pointed out after picking up the Ice Beam.
