A second colony at Leda makes it possible to build orbital lasers, which make Elon Musk much less of a problem.

Once the early game problems are dealt with, the objective is to get an efficient network of transports hauling resources back from colonies. Unfortunately, it turns out that that is also an efficient way to spread space-COVID through the solar system.

Then the plot appears - we have to build a 20000-ton monstrosity to continue. In principle, that's only 20 truckloads, minus whatever we already have stashed at the moon. But 1205 tons of that is silver, which we are mining at a pitiful rate, so another colony at Titan seems prudent.
Meanwhile, the moonbase is churning out orbital lasers and vaccines, to defend against enemies both large and microscopic.

What does S.I.O.S. stand for, anyway? The manual didn't say.
