You just need NBTExplorer and to change the attribute attackSpeed to 1000

its possible on servers but you have to set it for every player.
its also probably possible to create a plugin to do this for you. which i thinnk might allready exist.

Note: If you like the new combat. good for you! this may come as a surprise but not everyone likes the new combat mechanics. (Ikr people liking different things? What a concept?!) I'm simply giving the option to disable new combat mechanics.
