Looks like YouTube has been working on HLS support (HTTP Livestreaming) and trying to get people to move on from RTMP. This quality is at only 4500 for a bitrate versus the old cap of 9000 for 1080p60. HLS is supposed to allow more quality at lower bitrates at the cost of some latency, which might be why some YouTube streams I've been watching recently are getting rather slow compared to their Twitch counterparts these days. 🙂
