Let's take the awesome Retro-CRT Filter from the factory NES, and apply it to everything else!
Huge props to Fellow Redditors Tmnt4242 & hizzlekizzle for their patience and dedication in getting this seemingly impossible thing on its way to reality:)
Command lines and info necessary to do this process:)
clovershell pull "/bin/retroarch-clover" retroarch-clover
clovershell pull "/etc/libretro/shaders/scanline.glsl" scanline.glsl
clovershell push retroarch-clover "/bin/retroarch-clover"
clovershell push scanline.glsl "/etc/libretro/shaders/scanline.glsl"
These above commands are for the clovershell client, while active in CMD Prompt Window. I show how to do each of these in the video. The following link contains the code that you will need to overwrite scanline.glsl code with.

Optionally, you can use
clovershell push retroarch.cfg "/etc/libretro/retroarch.cfg" retroarch.cfg
clovershell pull "/etc/libretro/retroarch.cfg" retroarch.cfg
To change true or false for overscan. But, this can also be applied, real easily, via retroarch options:) So, I would recommend that way instead:)
