The 9/11 Commission (along with other organizations including the CIA and FBI) found few meaningful links between Osama Bin Laden and Saddam Hussein.

And despite a political motivation to find evidence supporting the claims they often found evidence suggesting the two were in opposition: though he often spoke in religious terms Saddam was fearful of theocratic organizations as they could provide a foundation for resistance to his regime.

But in the immediate aftermath of 9/11 The Bush Administration messaging targeted Saddam’s regime and conflated his support of anti-US terror more generally to back claims of a direct connection in order to help justify an invasion.

Though there were massive protests in the US and all over the world the US media and leadership failed to push back against this messaging.

In May 2004 even the New York Times, via its editorial board, acknowledged this and issued a public apology:

“We have found a number of instances of coverage that was not as rigorous as it should have been. In some cases, information that was controversial then, and seems questionable now, was insufficiently qualified or allowed to stand unchallenged. Looking back, we wish we had been more aggressive in re-examining the claims as new evidence emerged -- or failed to emerge.”
