In Japanese Pocket Monsters Red, Green and Blue (as well as both the Japanese and English versions of Pokémon Yellow. Though it is impossible to evolve Pikachu/trade Pokémon before obtaining the parcel, it is possible to register more than one Pokémon in the Pokédex via save corruption in both the original and localized version of Yellow https://www.youtube.com/watch?v=U05icPzktes) it is possible to prevent in game progress around the beginning of the game because of an undesirable oversight by the programmers. This is because the aforementioned games assume that Professor Oak has already given the player a Pokédex if there are already two or more Pokémon registered as owned in the (as of yet un-obtained) Pokédex. This means that it is impossible to deliver Oak's Parcel and proceed to Viridian Forest if players evolve their starter Pokémon because Professor Oak's Pokédex rating flag is activated early and Oak doesn't accept his parcel; he would just rate the player's Pokédex when spoken to.

The oversight was accounted for in English Pokémon Red/Blue as the in-game event activating Professor Oak's rating text flag if there are 2 or more owned Pokémon in the Pokédex was removed.

Method:

2 'owned' Pokémon can only be received this early in normal game-play through evolution because no Pokéballs are available before delivering Oak's Parcel. It is also impossible to trade Pokémon before obtaining the Pokédex because the Pokémon Centers are "currently making preparations" if Oak's Parcel hasn't been delivered yet.

1) Start a new save file.
2) Proceed through the game until receiving a starter Pokémon.
3) Obtain Oak's Parcel in Viridian City's PokéMart.
4) Instead of returning to Professor Oak's lab just yet, keep training your starter Pokémon in the grass until it evolves.
5) When you return to Professor Oak, he'll assume that since you have owned at least 2 Pokémon species that you have already received the Pokédex, therefore he doesn't accept Oak's Parcel and simply rates the non-existing Pokédex, so it is no longer possible to make further progress in the game.
