The Fossil Conversion glitch is one of several select glitches.

It allows the player to obtain any Pokémon and/or glitch Pokémon from Pokémon Red and Green from a fossil and is a faster alternative to the Ditto Trick, though because of issues when trading with Pokémon games of different languages they can only be traded between the Japanese versions.

This glitch requires at least 32 unique items in the PC, a fifth party Pokémon and a fossil to give to the scientist in Cinnibar Lab. The fossil Pokémon you receive depends on the total experience of the fifth Pokémon, though if it is higher than 255 it is that number modulo 256.

Steps:
1) Take a fossil to the scientist in the Cinnibar Lab.
2) Walk to the Pokémon Center and press the select button on the 32nd PC item (because it's only possible to hold 20 items in the bag)
3) Cancel the menu via B,B then walk to the Pokémon Mansion.
4) Open the Pokémon menu and select the fifth Pokémon to switch it and get a glitch Pokémon.
5) Return to the Cinnibar Lab and receive your fossil Pokémon. It would have converted to a Pokémon with the index number of what the fifth Pokémon's total experience was.

Background:

Select glitches involve switching data around by using the select button and A. If you hold the select button down on the items pack from either the bag or your PC and exit with B,B it will still be in the same position if you enter a battle and go to the Pokémon menu, due to the 'select is held down in which cursor position' address not being reset to 0 when you exit, unlike the localizations and Japanese Yellow.

This oversight allows the cursor to go 'out of bounds' and lets you perform memory corruption by switching "Pokémon" in a slot past the number of Pokémon you really have.
