On this day, an American leader gave an important speech which articulated a vital, if controversial, part of American foreign policy. On December 6, 1904, President Theodore Roosevelt delivered his State of the Union Address to Congress. In the speech, he argued that on top of the Monroe Doctrine, which stated that the US would prevent European powers from colonizing the Western Hemisphere, America should also intervene in Latin American countries if they committed flagrant wrongdoings that might provoke a European response. This policy, known as the Roosevelt Corollary to the Monroe doctrine, came about as a result of the Venezuelan crisis of 1902, in which Venezuela willingly defaulted on its sovereign debt and provoked a blockade from several European powers, which caused severe tension between Europe and the US. The Roosevelt Corollary has since been invoked dozens of times to justify American military interventions in Latin America.
