Steps to Fix No Video/Display Issue on the Dell OptiPlex 7070 when Using a USB-C Monitor

Step 1) Unplug and plug the USB-C cable from the OptiPlex 7070 tower- make sure system is on.
Step 2) Turn off and turn on the monitor when the OptiPlex 7070 is powered on
Step 3) Once you have the display, update the system BIOS: https://www.dell.com/support/home/en-in/product-support/product/optiplex-7070-desktop/drivers
