There could be a faster looping version simply by doing the touchups before bonding to the main structure, but for the purpose of an aperiodic machine, getting the structure ASAP is the important bit - touchups can be done is parallel by swinging the large piece around. I would be surprised if 29 is possible looping, since you lose the parallel touchups.

Some tech in this solution: The requirements for the product are that it fill every tile in the output and has no pieces bonded to it which exceed the 3-tile-tall window. However, within that window there can be arbitrary erroneous bonds and atoms left or right of the output tiles. I use the allowance of right errors to bond one additional atom for a zero-cycle handoff of control. I also use two other would-be-disposed atoms to more quickly duplicate the earth on the final added piece. This leaves no room for a glyph of disposal so the last 3 earths just sit somewhere out of the way - it's already aperiodic.

I am certain I can eventually rework this to be a 28, but getting down to the theoretical minimum of 24 will be hellish.
