Ok, this is tricky: whoever undubbed this game must have struggled a lot (apparently a guy called "lelobeach"). The game does have Japanese voices but due to the game being European and 50hz only, sound effects and some music tracks are out of sync. Forcing the game to run at 60hz with these codes:

fixes the in-game voices during battles (https://youtu.be/bV4J-pY8ENI) but breaks the intro and who knows how many other cutscenes, probably due to keeping some of the European music/sound tracks. It's a shame considering the game on Game Cube suffers already of a low-quality encoded soundtrack but got major improvements like quality of life options, lower encounter rate, more content, sped-up animations, etc. .
Skies of Arcadia is a role-playing video game developed by Overworks for the Dreamcast and published by Sega in 2000. Players control Vyse, a young air pirate, and his friends as they attempt to stop the Valuan Empire from reviving ancient weapons with the potential to destroy the world.
Skies of Arcadia uses traditional Japanese role-playing game systems such as turn-based battles and experience points, but puts greater focus on exploration, with the player flying an airship in 3D space. The development team included staff who had contributed to Panzer Dragoon, Phantasy Star, Sonic the Hedgehog and Sakura Wars games.
Skies of Arcadia was one of the best-reviewed Dreamcast games, but underperformed commercially. After Sega's exit from the hardware industry, it was ported to the GameCube as Skies of Arcadia Legends in 2002.
