(In SSF, you can do this craft but will probably have to make do without ilvl 86 two-toned boots).

There's a widely underrated Delve exclusive mod from Frigid Fossils that can roll on boots.

It adds +2 to gem levels for all socketed cold gems - which can increase the level of both skill gems and support gems, potentially making Awakened Added Cold Damage much better.

This is a relatively accessible Herald of Ice craft that cost me approximately 135c total (40c in resonators and scours, 60c in fossils, 9c for the base, 24c and 5 scours in crafting bench fees) and whilst the results aren't extraordinary, they can amp up damage on Herald of Ice considerably.

Fair warning: Herald of Ice's mana reservation soars when you link support gems to it.



Where to go from here?

The final product could be improved at considerable expense - either by using a traditional Exalted Orb which has (about) a 19% chance to hit a 'great' mod (T1-2 chaos resist, T1-3 fire resist or T1-3 Strength) and about the same chance to hit a 'not totally useless' mod (T1-3 Dex, T4 Str, T3-4 chaos, T4-5 fire).

Or a Crusader's Exalt offers a 1 in 13 chance to hit the jackpot (T1 cooldown reduction) or 1 in 13 for second prize (T2 cooldown reduction)

A Hunter's Exalt has a 1 in 56 chance to hit a miracle Tailwind

A Redeemer's Exalt probably has the best options, with 2 in 5 to hit either conditional Onslaught or increased effect of chill/shock/freeze, both great mods.

However, I believe it is wiser to simply decide to start over with a new base rather than burn expensive crafting materials on boots without 35% movespeed. This is what I will do - these boots will be good enough for my next character to use as is.
