PC noise (from near PSU), what is it? need help :)

I had this noise in my old PC for years I could not locate the noise in it, because as I stand up in my room (maybe from "my" vibration on the floor) it stopped, I was laying down next to my case for long minutes but the noise only came when I was up sitting at the monitor. I was thinking its a HDD or fan (but it can't be HDD cos my new PC doing the exact same noise /as I recorded here/ and the new PC has no HDD in it.

This time i was able to locate and even record it was loudest near the bottom of base at the PSU.

I think i am just unlucky I got the same issue twice.... I bet its a fan, and I bet its in the PSU...
