"Just like every Persona game before it, Persona 5 is full of different Personas, each with their own abilities and powers to make them unique. Personas can be obtained through the various fusion techniques or through capturing Shadows in Palaces and Mementos. Some Personas also have requires to unlock them. Click on their name to find out more about them.
For the level, it is their lowest/default level upon fusing or capturing them. Upon registering a Persona, it will be shown as whatever level the registered version of the Persona had. It will also cost more due to this, as well as any different moves it learns.
Our Persona Recommendations
There are a lot of Personas in Persona 5, but not all of them are as useful as others once you start levelling up. These are our recommendations for Personas to have in your party at a given level. This is not a definitive list as just about any Persona can become useful with enough training. These are merely our recommendations for a Persona or two to have in your roster.
LEVELS 1-10
Arsene (Fool): You start off your journey with this Persona and it's one of the fastest you'll come across. For a while, it may only excel in speed, up higher levelling of it balances out its stats incredibly. You will need to use skill cards, Strengthening, and Isolation training to allow it to fully reach its potential, though.
Genbu (Temperance): This Persona can be obtained in the first Palace and comes with the excellent ability to automatically gain a portion of the experience your active Persona gets. Because of this, you can always have another Persona that is somewhat ready to go when needed. It also provides Ice attacks early in the game before you might have that sort of coverage on your team.
LEVELS 11-20
Shiisaa (Chariot): This Persona is a strong one with high endurance and strength, so it's great to have to pack a punch. With its resistance to physical attacks, you'll find yourself lasting a lot longer upon fusing this Persona. Check out our Fusion guide so you can figure out how to fuse it quickly.
LEVELS 21-30
Flauros (Devil): This is an all-around powerful Persona that can get a lot of coverage and useful magic skills through Advanced Fusion. It's also required for the Strength Confidant, so look into getting it.
Fuu-Ki (Star), Sui-Ki (Moon), and/or Kin-Ki (Chariot): All three of these Personas are very strong and the first two can be obtained in the third Palace. These function as heavy hitters, but having a healer teammate on your team can allow you to dish out massive damage while getting your health restored. Another strong melee Persona that can be obtained in the third Palace is Oni (Strength).
Shiki-Ouji (Chariot): This Persona can be fused very early on into your 20s and provides the excellent ability to nullify any Physical and Gun attacks as well as Curse, though with a single weakness to Nuclear attacks. This Persona will also use Psychic attacks, something that you might not have come across much yet at this point.
LEVELS 31-40
Kikuri-Hime (Priestess): This Persona is available in the sixth Palace and is a very powerful healer. You'll find that later in the game that you might need to act as the healer while your teammates deal damage to bosses. Personas like Kikuri-Hime are good choices for that.
Thoth (Emperor): This Persona is a strong magic user that is efficient at targeting multiple enemies, so it's ideal for clearing Palaces up until the boss or for Mementos. It's available in the fourth Palace and is actually the first Emperor Persona you can obtain through negotiations, allowing you to excel with the Emperor confidant.
Arahabaki (Hermit): This Persona is exceptional due to its ability to reflect both Physical and Gun attacks while also resisting Bless and Curse. However, it does have a weakness to Nuclear and Psychic attacks that you'll have to watch out for."
