I encountered this issue when trying to create a text layer. The whole image would go red, and then the text appeared to be just outlined.

Turns out I had accidentally selected the text masking tool by hitting shift+T. It's a simple fix to get back to the regular text tool. Just hit shift+T a couple more times, or select it with the cursor in the sidebar.
