Plasma Sword: Nightmare of Bilstein is called Star Gladiator 2: Nightmare of Bilstein in Japan is (of course) the sequel to Star Gladiator (that was released on Playstation). Plasma Sword was released on arcade systems back in 1998 and ported to Dreamcast in 2000. It was developed by Capcom themselves and released in Europe by Virgin Interactive.

We don't know what else to say. It's another fighting title on the Dreamcast, which had about a bazillion of those (since it's more or less an arcade system). It's not based on any anime or manga, and it didn't have any sequels.
One thing that we could mention is that the rocking soundtrack is made by Tetsuya Shibata and Takayuki Iwai that have worked on titles like Resident Evil, Devil May Cry-series and many titles in the Street Fighter-series.
