Magforce Racing (or Killer Loop as it is also known) was released in 1999 for PC and in 2000 for Playstation and Dreamcast. It was developed by VCC Entertainment - a German game developer that also developed RTL Ski Jumping 2000 through RTL Ski Jumping 2004 and not much else. VCC Entertainment is no longer active.
Magforce Racing was published by Crave Entertainment that published about a huge selection of games between 1997 and 2012 when it closed their doors forever.
Magforce Racing was received by mediocre to ok reviews. The best we could find from a major outlet was a 7,1/10 from IGN.

Wipeout had been out for 4 years when Killer Loop was released on PC. Did VCC Entertainment ever play Wipeout or did they just download gameplay videos off the Internet and said "That looks kind of fun!"?
