I wanted a Rash or Mild Charmander with near perfect IV's so I could do the new strategies. I used VBA-r to make a movie and I stop recording when the seed was chosen. A seed is made at a certain point and only then do the IV-spreads set. I continued to reset until I got a great spread with a frame lower than 15000 or around four minutes. I got one with seed 7E3A at frame 5006. This is however the frame from the moment the seed is generated which is in this case frame 324, making it frame 5330 or around 1:28.
My movie finished at frame 406 so I started recording the next one. I pressed A at the text 'This Pokémon is really quite energetic' and that is movie frame 4924. This got me a Mild Charmander with a IV-spread of 27/31/27/31/29/31, which is near perfect. This may not be the best explanation, so you should find a better video/tutorial if you're interested in RNG manipulation. Squirtle only used one Tail Whip, but I couldn't 4HKO it anymore without an attack boosting nature.

Saved at 0:02 with a L6 Charmander.
